It’s one of the most common questions we hear from co-op owners planning a renovation in New York City: can I add a bathroom? The answer is nuanced. In some co-ops, yes, absolutely. In others, the building’s physical infrastructure or board policies make it impractical or outright impossible. The difference often comes down to three factors: your building’s construction type, the proximity and configuration of existing plumbing stacks, and whether the proposed bathroom location satisfies your co-op board’s wet over dry restrictions.

[#1]The Short Answer: Sometimes Yes, Sometimes No[#1]

Adding a bathroom to a NYC co-op is possible in certain conditions, but it is never a simple project. Unlike a cosmetic renovation where you’re replacing tile and fixtures in an existing footprint, a bathroom addition involves new drain lines, water supply connections, ventilation, waterproofing, and approval from both the NYC Department of Buildings and your co-op board.

The feasibility depends largely on where in the apartment the new bathroom would be located relative to the building’s existing vertical plumbing stacks, also known as risers. These are the main arteries of a building’s plumbing system—large-diameter pipes that run vertically through the building from the roof to the basement, carrying waste downward and venting gases upward. Every fixture in your apartment ultimately needs to connect to one of these stacks, and the distance and routing from your proposed bathroom to the nearest stack is one of the first things any experienced architect or plumber will evaluate.

If the proposed bathroom location is close to an existing stack and sits above another wet space on the floor below, you’re starting from a much stronger position. If it’s on the opposite side of the apartment from the nearest riser, or above a neighbor’s bedroom, the project becomes significantly more complicated, and in many buildings, the board simply won’t approve it. That said, we have obtained approval and completed numerous renovations that contained wet over dry elements, including creations of bathrooms over an existing dry space below.

[#2]Why Pre-War Co-ops Are Often Easier For Bathroom Additions[#2]

Pre-war buildings, generally those constructed before the 1940s, often have a structural characteristic that works in your favor when adding a bathroom: cement fill floors. Unlike postwar construction where you typically have a thinner concrete or subfloor, pre-war buildings commonly feature a thick layer of cement fill (sometimes called cinder fill or mud bed) poured over the structural floor slab. This fill can range in depth depending on the building and the floor location.

This cement fill is significant because it creates usable depth within the floor structure for routing horizontal drain lines. In a pre-war renovation, the plumber can often break out the existing cement fill, lay new drain piping within that cavity at the proper pitch, and then pour new fill over the pipes to restore the floor. This approach allows drain lines to run horizontally from the new fixtures to the existing waste stack without needing to build up the floor level or penetrate the structural slab in ways that would affect the unit below.

At Gallery, when we evaluate a pre-war co-op for a bathroom addition, one of the first things we assess is the depth and condition of the existing cement fill. In estate condition or sponsor unit apartments that haven’t been renovated in decades, we often find corroded cast iron waste lines buried in the fill that need full replacement regardless. This actually works in the homeowner’s favor for a bathroom addition, if we’re already demolishing and re-pouring the fill for the existing bathroom plumbing, extending new lines to an adjacent area becomes a more integrated and cost-effective part of the overall project.

Postwar buildings, by contrast, tend to have thinner floor assemblies with less room to maneuver. The drain lines may sit on top of the structural slab with minimal cover, which limits the ability to route new piping horizontally without raising the finished floor level - a complication we’ll discuss in the next section.

[#3]Understanding Drainage Pitch in NYC Apartment Plumbing[#3]

Drainage plumbing relies entirely on gravity. Unlike water supply lines, which operate under pressure and can run in any direction, waste and drain lines must slope consistently downward from every fixture to the building’s waste stack. This slope is referred to as pitch or grade, and the NYC Plumbing Code requires a minimum pitch of 1/4 inch of vertical drop per horizontal foot of pipe run for standard drain line sizes (pipes 3 inches in diameter or smaller). Larger pipes, such as a 4-inch building drain, are permitted a slightly shallower pitch of 1/8 inch per foot, though 1/4 inch per foot remains the standard for in-unit bathroom plumbing.

What does this mean in practical terms? If your new shower drain sits eight feet horizontally from the waste stack connection, the drain pipe needs at least two inches of total vertical drop across that run. The pipe at the shower end must be two inches higher than where it connects to the stack. If your new toilet is twelve feet from the stack, you need three inches of drop. These numbers may sound modest, but inside a floor structure where every fraction of an inch matters, especially in a building where the total available depth might only be three or four inches, achieving proper pitch is one of the defining challenges of a bathroom addition.

This is precisely why proximity to the waste stack is so important. A shorter horizontal run requires less total drop, which means less depth is consumed in the floor structure. It also reduces the risk of clogs and improves overall drainage performance. When we plan a bathroom addition, our architect and plumber work together to map the most efficient routing from every proposed fixture back to the nearest viable stack, calculating pitch requirements against available floor depth before committing to a layout.

The farther a new fixture sits from the waste stack, the more vertical drop its drain line needs, and that depth has to come from inside the floor. This is why proximity to the stack drives feasibility.

When the available floor depth cannot absorb the required drop, the shower or tub is set on a built-up base to raise the drain to the correct starting elevation.

[#4]When A Shower Or Tub Needs A Built-Up Base (And When It Doesn’t)[#4]

One of the most visible indicators of a drainage pitch challenge is a built-up, or raised, shower base or tub platform. When you see a shower in a renovated NYC apartment that sits a few inches above the surrounding floor level, there’s almost always a plumbing reason behind it.

A shower drain must connect to the waste line below it, and that waste line must maintain the required 1/4 inch per foot pitch all the way to the stack. If the floor structure doesn’t provide enough depth to accommodate the drain pipe, trap, and pitch at the standard floor level, the solution is to elevate the entire shower or tub base. This raises the drain point higher, giving the pipe more room to travel at the correct grade within (or just below) the floor structure before reaching the stack connection.

When A Built-Up Base As Typically Necessary

the new bathroom is located far from the waste stack and the horizontal pipe run is long, the available floor depth is shallow (common in postwar buildings), the shower or tub drain needs to connect to a stack at a lower elevation, or existing pipes in the floor create routing obstacles that require the new line to pass over them. In these scenarios, the shower pan is built up on a mortar bed or structural platform, sometimes as little as two inches and sometimes as much as six or more, with a step or ramp transition to the surrounding floor.

When A Built-Up Base Can Be Avoided

the new bathroom sits close to or directly adjacent to the waste stack, the building has deep cement fill floors (common in pre-wars) with ample room to route drain lines at pitch below the finished floor level, the existing cement fill is being demolished and re-poured as part of the renovation anyway (providing a clean opportunity to set new pipes at the ideal elevation), or the layout allows a short, direct run from the shower drain to the stack. In a well-planned pre-war bathroom addition where the cement fill provides four or more inches of usable depth and the stack connection is nearby, we can often install a shower with a standard-height curb at a flush or near-flush transition with the surrounding bathroom floor.

The decision is made during the planning phase, not on the fly during construction. Our plumber and architect assess the existing conditions, including the depth of fill, the elevation of the stack connection point, and the horizontal distance of every fixture, and determine whether a standard installation or a built-up approach is required. This is one of the many reasons why a thorough site survey before design finalization is non-negotiable in NYC co-op bathroom work.

[#5]What Is Wet Over Dry (And Why Your Co-Op Board Cares)[#5]

Wet over dry is the single most common reason a co-op board denies a bathroom addition. The concept is straightforward: a “wet” space is any room with plumbing fixtures and water supply—bathrooms and kitchens. A “dry” space is everything else, bedrooms, living rooms, closets, hallways. The wet over dry restriction means that your co-op board will not allow you to place a new wet space above a dry space in the apartment directly below yours.

Wet over dry is a board policy, not a building code rule. Where a building has approved similar work before, the odds of approval improve.

It’s important to understand that wet over dry is not a provision of the NYC Building Code. The Department of Buildings has no prohibition against placing a bathroom above a bedroom. This is a building-level policy, imposed by co-op boards (and many condo boards) to protect the building and its shareholders from the risk of water damage. If a plumbing failure, drain backup, or waterproofing failure causes a leak, the board wants that water to drip into another wet space below, a bathroom or kitchen that’s already waterproofed and plumbed, rather than into someone’s living room ceiling, closet, or, as one contractor we know puts it, “someone’s Rothko collection.”

In practical terms, this means that before you even think about drainage pitch or plumbing stacks, you need to know exactly what’s on the floor below your proposed bathroom location. Your architect will need to review the building’s floor plans, and often confirm with the managing agent or super, to verify that the space directly beneath your proposed wet area is also a wet space. If it’s not then this becomes a board level decision guided by precedence and governing documents. In other words, if other units in your building have expanded their kitchen or bathrooms into previously “dry” spaces, or if even another unit in the building has created a bathroom where one previously did not exist then this is typically a good indicator that your project has a high likelihood of approval.

There are also other exceptions. Some older co-ops that adopted their alteration agreements decades ago have more permissive policies, and in certain buildings where an apartment occupies an unusual position in the floor plate (above commercial space, for example, or above a building utility room), the wet over dry restriction may not apply in the traditional sense. But these are genuinely uncommon scenarios, and assuming your building will grant an exception is not a sound renovation strategy.

[#6]Board Approval, Permits, And the Planning Process[#6]

Even when a bathroom addition is physically feasible, it still requires a significant approval process. In a NYC co-op, this typically involves two parallel tracks: co-op board approval and Department of Buildings permitting.

For board approval, you’ll need to submit an alteration agreement package that includes architectural drawings showing the proposed bathroom location, plumbing plans, waterproofing specifications, contractor insurance and licensing documentation, and often an engineer’s report. Most co-op boards will have their own reviewing architect evaluate the plans, and it’s common to go through multiple rounds of revisions before receiving approval. The reviewing architect will scrutinize the drainage plan, waterproofing details, and the wet over dry alignment in particular.

For DOB permitting, adding a bathroom to an apartment typically requires an Alteration Type 1 (Alt-1) filing, since it involves a change to the certificate of occupancy (adding a bathroom constitutes adding a room). This is a more involved filing than the Alteration Type 2 permits used for most standard kitchen and bathroom renovations. An Alt-1 requires review and approval from the Department of Buildings examiner, licensed architectural plans, and often triggers additional requirements such as ADA accessibility compliance under NYC Local Law 58 for buildings with elevators.

The feasibility assessment should happen during the planning phase, not after demolition has started.

Here’s what that assessment involves: reviewing the building’s floor plans to evaluate wet over dry alignment, identifying the location of existing plumbing stacks and evaluating connection feasibility, assessing the floor structure depth and construction type (cement fill vs. thin slab), calculating drainage pitch requirements for every proposed fixture based on horizontal distance to the stack, determining whether a standard or built-up shower/tub installation is required, confirming ventilation options (window or mechanical exhaust), and discussing the proposed scope with the building’s managing agent to gauge board receptiveness before investing in full architectural plans.

How much does it cost to add a bathroom to a NYC co-op?

Adding a bathroom generally costs more than renovating an existing one, because the scope includes new drain and supply lines, waterproofing, ventilation, and often a built-up base. In Manhattan and Brooklyn co-ops, a new full bathroom typically ranges from about $50,000 to $120,000 or more, depending on how far the fixtures sit from the waste stack, whether a built-up base is required, the finish level, and the building's protection and insurance requirements during construction. A powder room with only a sink and toilet usually falls at the lower end. Board and permit soft costs, including the alteration agreement and the Alteration Type 1 filing, are additional.

How long does it take to add a bathroom, from planning to completion?

Most bathroom additions involve several months of pre-construction before demolition begins. Co-op board approval commonly runs 60 to 90 days, and because adding a bathroom requires an Alteration Type 1 permit, the Department of Buildings review adds its own track that can overlap or extend that window. Construction of the bathroom itself typically runs 8 to 14 weeks depending on scope, fixture lead times, and the building's permitted work hours. Buildings with strict alteration agreements or multiple reviewing-architect revision rounds sit at the longer end.

Can you add a powder room or half bath more easily than a full bathroom?

A powder room is often more feasible than a full bathroom because it has no shower or tub, which removes the deepest drainage and waterproofing demands. A half bath still needs a toilet and sink connected to a waste stack at proper pitch, so stack proximity and wet over dry rules still apply, but the absence of a shower drain frequently avoids the built-up base that complicates full bathrooms. Powder rooms also tend to draw lighter board scrutiny, though they still require board approval and a permit.

Can you add a bathroom if the location is not near a plumbing stack?

It is sometimes possible using a macerating or sewage-ejector system, which pumps waste to a distant stack rather than relying on gravity pitch. These systems widen where a fixture can physically go, but many co-op boards restrict or prohibit them because of noise, maintenance, and the risk of backups affecting other units. They also require power and ongoing service. In most co-op additions, a gravity connection to a nearby stack remains the preferred and most widely approved approach.

Does a new co-op bathroom need a window, or is an exhaust fan enough?

A window is not required. The NYC codes allow a windowless bathroom when it has mechanical ventilation that exhausts to the building exterior at the required air-change rate. In practice, most added bathrooms are interior rooms served by an exhaust fan ducted to a compliant termination. The ducting route matters in an apartment, since it has to reach an approved discharge point, and co-op boards review how that duct runs through shared spaces and risers.

Will adding a bathroom increase my co-op's resale value?

A well-executed bathroom addition often raises both the usability and the market value of an apartment, particularly when it takes a one-bathroom unit to two, or adds a powder room to a home built for entertaining. In the Manhattan and Brooklyn markets, bathroom count is a meaningful factor in how buyers and appraisers assess a residence. Value depends on the quality of the work, whether the addition was properly permitted and signed off, and whether the plan preserved a sensible layout rather than sacrificing a bedroom or essential living space.
